something is wrong with my Delta3d learning....

while open the file GameStart .bat in folder &delta_3d root&\demos\TankTargetTutorial. An error occured :无法启动此程序，因为计算机中丢失librti13.dll。
Did any highhands find it like this . Please help ,feel very gradeful for it .thanks very much.
ps:I can't find librti13.dll in the internet. and I do really wound not like to complie an whole delta 3d,It do waste me so much time. sorry.

看名字,librti13是分布式仿真协议的HLA13的实现，我没用过Delta3d,你看看是不是缺少和hla相关的开源库之类的。
